PUBLIC NOTICE: City of Laramie’s 3rd Street Water System Rehabilitation Project

The City of Laramie is in the process of completing a multi-phase water system rehabilitation project in the 3rd Street corridor, from Palmer Street to Superior Court. As part of the improvements the City will be replacing over 11,000 feet of water main, 27 fire hydrants, and nearly 130 water services. Construction of Phase 1 is scheduled for Summer of 2021, and additional sections of the Reynolds Street sanitary sewer line will be replaced in future years.

Because the project generally involves abandoning the old water main and installing a new one along the western side of the street, there will be unavoidable temporary inconvenience to area businesses and the general public, including disruption to vehicular and pedestrian travel.

On street parking restrictions will be required, and driveways located on the northern side of Reynolds Street within the project area will have limited access during construction. Street closures and detours will be required on 13th, 15th, Coughlin, and 18th Streets just north of Reynolds when construction is occurring through those intersections.

If you are a Property Owner with water serviced from 3rd Street who needs to have large diameter water services for fire suppression and domestic use, please contact the City Project Manager to coordinate the work.

The City of Laramie and their project consultant are available for questions and comments via the email address at or phone at 307-721-5250. Plans are available for review on the City’s website:

The opportunity for public comment via phone and email takes the place of a public meeting as a precaution due to current COVID-19 concerns, and anyone interested in this project is encouraged to submit public comment.
