Albany County Conservancy Calls for Review of Wind Projects Over Wildlife Concerns

The Albany County Conservancy (ACC) is urging federal officials to put a pause on two wind energy projects in Albany County, raising concerns about their impact on local wildlife and historic sites. The Two Rivers and Rail Tie wind projects, planned for the Laramie and Shirley Basin areas, have drawn criticism from the ACC, which argues that the projects could harm golden eagles, migratory birds, bats, and other wildlife.

The ACC has formally requested the U.S. Departments of Energy and Interior to suspend all approvals and ongoing permits for the projects, citing environmental concerns. They argue that the federal review process did not fully consider the impact on golden eagles, a species protected under the Bald and Golden Eagle Protection Act. According to studies conducted by wildlife biologist Mike Lockhart, who has tracked golden eagles in Wyoming since 2014, wind turbines are responsible for 43.5% of known human-caused eagle deaths in the state—more than vehicle collisions, shootings, and electrocutions combined.

In response to these concerns, the ACC has filed a lawsuit opposing the Rail Tie Wind project and is considering similar action against the Two Rivers Wind project. The group believes that federal agencies should be conducting thorough environmental and historical reviews rather than leaving advocacy groups to challenge project approvals in court.

The Albany County Conservancy is a coalition of local residents dedicated to preserving wildlife, habitat, and history through education, public policy, and legal action. They are represented by the public interest law firm Eubanks & Associates, PLLC.
