The City of Laramie is starting the new year with fresh faces on its leadership team. Four new members have been appointed to the City Council, joining five returning councilors to form the nine-person body. The council works with longtime City Manager Janine Jordan to represent and serve the Laramie community.
Meet the City Manager
Janine Jordan, a fourth-generation Wyomingite, has called Laramie home for 30 years. Appointed City Manager in 2008, she has worked in municipal government for two decades and led initiatives that have significantly impacted residents’ lives.
“I feel deeply privileged to work on community issues that can make a difference,” Jordan said. “We’ve invested over $100 million in infrastructure and economic development, leveraging grants to support local businesses and attract new companies. It’s been gratifying to see residents find meaningful employment through these efforts.”
Meet the New City Council Members
William Bowling brings a background in arts, education, and outdoor recreation to his new role. As the Education Director for Relative Theatrics, he teaches theater arts and creative writing to local elementary students. In his free time, Bowling enjoys exploring the Snowy Range with his one-eyed dog, Geraldine.
Jim Fried, an avid outdoorsman, has dedicated his career to conservation and public service. While at the Wyoming Conservation Corps, he led initiatives to enhance outdoor infrastructure and engage stakeholders statewide. He currently serves as the Medicine Bow-Routt Program Coordinator for the National Forest Foundation.
Matt Lockhart, a long-time Laramie resident and University of Wyoming graduate, co-owns The Human Bean coffee shop with his wife. A proud father of two daughters, Lockhart views his council position as another way to give back to the community he loves.
Melanie Vigil, Assistant Dean of Students at the University of Wyoming, is a third-generation Laramie resident with a master’s degree in public administration. She and her partner, Jessi, live in West Laramie and enjoy volunteering with local organizations.
